Basal cell carcinomas can easily be mistaken for areas of eczema or psoriasis especially as the overlying skin can be flaky as in this picture. Any 'spots' which seem to come and go, are getting larger, or which itch, crust or bleed should be checked to exclude basal cell carcinoma
